In addition to prevalent challenges related to grid integration and storage, energy transitions across the world are faced with socioeconomic and financing hurdles that require comprehensive strategies that complement technological solutions.
Energy transitions need to progress within complicated socioeconomic contexts and political priorities that vary by country related to economic development, employment, and social equity. Compounding these hurdles are substantial financing challenges, particularly for developing countries already struggling with debt burdens and limited access to capital markets. Understanding these complex dynamics and integrating their analysis into planning and implementation roadmaps is essential to ensure inclusive and just transitions to clean energy systems. 
Under the umbrella of the Agora Think Tanks, Agora Energiewende develops politically feasible and science-based strategies and solutions for the transformation to climate neutrality – in Germany, Europe, and internationally. As a think tank and policy lab we facilitate a productive exchange of ideas amongst stakeholders from politics, business, science and civil society. To strengthen our team, we are looking for a
Project Manager – Policy Design for a Just Energy Transition (f/m/d) full- or part-time (min. 32 hours) – based in Berlin or Bangkok

As Project Manager working on policy designs for a just energy transition, you will be part of Agora’s Power System Transformations Team and responsible for developing and managing research projects and stakeholder-oriented outreach activities. You will join 
a diverse team spread across Berlin, Brussels and Bangkok, to support energy transitions by cooperating closely with Agora’s network of local and international partners, with a particular focus on Southeast Asia.
Your responsibilities include
  • Developing and managing research projects to facilitate the transformation of energy systems in Southeast Asia, with a particular focus on Vietnam, focusing on one or several of the following topics: macroeconomic impacts of the transition, clean energy financing, fossil fuel phase-outs and divestment, trade and climate change, just transitions, or supply chains and critical energy transition materials.
  • Proposing and communicating policy solutions on the aforementioned topics that address and reflect local contexts;
  • Working with macroeconomic models to investigate and inform energy transition roadmaps;
  • Monitoring and assessing policies targeted at derisking the rapid scaling of renewable power generation;
  • Assessing the policies and structures governing the planning and build-out of energy infrastructure with a view to accelerating its cost-efficient delivery and operation, including potential new financing models and market design options;
  • Coordinating activities across multi-stakeholder networks connecting governments, industry, private sector, non-governmental and civil-society organisations;
  • Communicating international experiences and best-practices, as well as expertise and research results from Agora to support regional partners and stakeholders;  
  • Working with Agora’s global network of think-tank partners, especially those in Southeast Asia; 
  • Directly advising government stakeholders on key policies – when appropriate;
  • Supporting the development of Agora’s long-term strategy, including the support in drafting project and funding proposals.

We are looking for
  • A strong desire to actively shape the global energy transition, and a particular interest in socioeconomic analyses;
  • At least four years of relevant work experience in economics, politics or science with a specific focus on at least one of the following specialisations: macroeconomics, climate and trade policies, energy economics, energy and climate finance, or sustainable development.
  • A deep understanding and comfort in using and interacting with economic or econometric models is a plus; 
  • Experience working in international teams and networks; energy policy experience with Southeast Asian countries and/or energy policy experience in the EU, the US, or East Asia are an advantage; 
  • Excellent communication skills, both written and verbal, with a desire to frame complex topics to diverse target groups; 
  • Strong networking skills and intercultural communication skills;
  • Broad knowledge of the energy transition with a curiosity to deep-dive into specific policy, regulatory or technical topics;
  • Working fluency in English; other language skills, especially from Southeast Asia, are a plus;
  • Willingness to travel, predominately but not limited, to Southeast Asia.
